Daniel 7 Interpretation Begins Now

Daniel 7:23 “He gave me this explanation: ‘The fourth beast is a fourth kingdom that will appear on earth. It will be different from all the other kingdoms and will devour the whole earth, trampling it down and crushing it. 24 The ten horns are ten kings who will come from this kingdom. After them another king will arise, different from the earlier ones; he will subdue three kings. 25 He will speak against the Most High and oppress his holy people and try to change the set times and the laws. The holy people will be delivered into his hands for a time, times and half a time.​

I've reached a point where the commentaries leave me with little understanding of what this being is saying. It must be an angel talking to Daniel because if it were Jesus, Daniel would have described Him. Or at least that's how I figure it.

One of the Commentaries I've been using says this.

Verse 23. The fourth beast is identified as the fourth kingdom to come to rule on earth. Where as the other nations were powerful, this fourth kingdom is the most powerful. It devours, which means it literally eats up the whole earth, treading it down by its power and breaking it into pieces.

Verse 24. The ten horns are ten kings who arise from within the fourth kingdom. This refers to the Revived Roman Empire that will once again rule headed by the Antichrist. The Little Horn, which is the Antichrist, is diverse from the other kings, meaning more terrible or dreadful than the others. This king shall then arise after the other kings. In other words he follows the old Roman Empire and comes from it, but he more powerful and formidable that the early Roman Empire. When he arises he will subdue three of the kings.​

Under the title "Notes" the commentary continues.

This fourth beast was made up of ten nations. The ten nations are those of the Revived or Restored Roman Empire that is future to out time. However, among these ten nations rises a smaller one called the little horn. It takes control of three of the original ten then rises to power over them all. A horn is used as a symbol of power and strength. In Daniel Eight this beast is symbolized as a the ram which refers it having power in its horns. This little horn is represented as a person because it has eyes and a mouth which defies God. The Little Horn comes to power by conquering three nations, which would mean that he literally rules over three nations he overcomes and in his power subjugates seven other nations. Historically we know that the nation that is being represented is the nations of the old Roman Empire which ruled most of the known world and had its base in Italy and later in Europe. Thus this would indicate this beast, who the Scriptures identify as the Antichrists who will come to power in the seven year Tribulation (Daniel's 70th Week - See Daniel 9:27) and will rule over a European union.

Daniel sees this Little Horn (Antichrist) leading the Fourth beast and being destroyed by God. Only the Little Horn is destroyed, the nations he ruled remain for a time and be included in the Kingdom period when Christ rules the earth in the Millennium.​

But this is the "note" that the commentary follows with that makes me feel better about my not understanding this.

Please note: If you find the material a little confusing please understand that by the end this study it will become clearer to you. As one studies through Daniel one builds his understanding and knowledge. One can see plainly that Daniel did not understand what he was seeing and that most of what was being revealed to him was future to his day. Today we have the great advantage of being able to look back in recorded history and understand the nature of these kingdoms as recorded extensively in history. We however, are like Daniel, in our understanding of the last kingdom, which is yet future to us.

This first vision of Daniel sets the stage for Daniel's following visions and when all are studied the subject of these prophecies will be understood and further it will clarify much of the symbolism of the Book of Revelation. What is important is that through the study of Daniel, God's future plans for the earth can be understood because one can see the panorama of history through the end of time and into eternity in the New Heavens and Earth of Revelation 21-22. This is what Daniel saw.​

I don't think the panorama is finished. After all we work with what we have. Did the Roman government try to change time? Every government has attempted to change laws. After all that's what they do. Did the Roman government [whom most think is the fourth beast] change time?

In his commentary David Guzik tries to make the Roman Empire fit the description of the fourth beast.

The fourth beast shall be a fourth kingdom on earth: This initial description of the fourth beast fits well with the Roman Empire of ancient history. It did devour the whole civilized earth, and dominate it completely for about a thousand years.​

But I don't see the word civilized in the interpretation presented in Verse 23. The NIV says "whole earth". Are we still waiting for the changing of the horns?

Another commentary says this....

Above all, the prophecy in this chapter means precisely what God says it means in this text, nothing more and nothing less. How easily we turn from what is revealed to speculate about what has been concealed (see Deuteronomy 29:29). We should not spend a disproportionate amount of time and energy trying to fill in the blanks God has left. Our attention should be given to what is clearly and emphatically said. In our passage, Daniel asks for and receives an explanation. What God determined to reveal to Daniel should be enough for us.​

Then the commentary goes on to say...

In some sense, the last kingdom is still on-going. Since the last kingdom and the prophecies associated with it have not yet been fulfilled, we must in some way be a part of that kingdom. The day of judgment is still future and has not yet been fulfilled. Thus, the vision is yet unfulfilled in terms of its major emphasis. No wonder interpreters differ about the details. Quite clear, however, is the identity of the “Ancient of Days” and the “Son of Man.”​

My eyes have glazed over.... I'm lost again... but I really think the fourth beast is fighting Christ for control as we speak. I'm anxious to see how my perception of this will change as we go on.
