I have. I wrote a paper on it some time ago. It doesn't make me an expert - but it means I've read up on it. I've "studied" it. Yeah, deregulation was a hasty decision - but deregulation itself was only the catalyst. The problem was always insufficient power in the state. Yes, there were companies that exploited the situation and made it worse - but fundamentally, the problem would never have arisen if there'd ever been adequate power for California.
