I assuming you mean by negating the first (non) GWC attempt? Sure they have blame, but then they make the rules. Harvick should have been scored as the last car on the lead lap after at the end of the race.

The fans only watch restrictor plate races for the big one. Harvick just made sure the fans and NBC Sports got what they paid for.

Can't blame Harvick for this, honestly. He did what he had to do to stay alive in the Chase. Furthermore, NASCAR screwed Harvick by re-racking them for the second "only attempt at a green-white-checkered finish".
