$27.7 billion is requested for foreign aid in FY2019. In 2018, Trump signed a CR to fund the State Dept. to fund their (and foreign aid since it falls under the State Dept.) State, Foreign Operations, and Related Programs (SFOPS) at over $54 billion. This was higher than the requested amount of almost $42 billion.

I'm talking about over and above the normal foreign palm greasing. As in, Bush pledged billion$ to African nations to "fight their AIDS crisis" above what had already been budgeted for their various warlord factions.
