I don't know how it is possible to generate a crime "rate" without specifically knowing the number of persons that are here illegally.
You simply don' t have enough data to make a good calculation and not enough definitive data to make a decent sample.
I still think overall - the point is moot. Even ONE violent crime committed by someone who's not supposed to be here is one crime too many.
It's kind of like allowing a large pack of wolves into a gated community, and pointing out there was only one attack - when there should have been zero.
