Feeding Homeless Apparently Illegal in Raleigh, NC

"What Happened

This morning we showed up at Moore Square at 9:00 a.m., just like we have done virtually every Saturday and Sunday for the last six years. We provide, without cost or obligation, hot coffee and a breakfast sandwich to anyone who wants one. We keep this promise to our community in cooperation with five different large suburban churches that help us with manpower and funding.

Today officers from Raleigh Police Department prevented us from doing our work, for the first time ever. An officer said, quite bluntly, that if we attempted to distribute food, we would be arrested.

Our partner church brought 100 sausage biscuits and large amounts of coffee. We asked the officers for permission to disperse the biscuits to the over 70 people who had lined up, waiting to eat. They said no. I had to face those who were waiting and tell them that I could not feed them, or I would be arrested.

In the past, we have had a good working relationship with the Raleigh Police Department. We knew that we could not use the park itself, as doing so required a permit, but that it was fine if we wanted to set up on the sidewalk, as long as we did not block the sidewalk and cleaned up after ourselves. We have operated, unmolested, under this assumption for the last six years.

By the way, each permit to use the park costs $800. Yes, eight hundred dollars. That would cost us $1,600 every weekend, and the officer we spoke to said the City likely wouldn’t approve it anyway. "

Mayor Nutter recently banned feeding homeless people in many parts of Philadelphia where homeless people are known to congregate….

Philadelphia Mayor Michael Nutter has announced a ban on the feeding of large numbers of homeless and hungry people at sites on and near the Benjamin Franklin Parkway.

Mayor Nutter is imposing the ban on all outdoor feedings of large numbers of people on city parkland, including Love Park and the Ben Franklin Parkway, where it is not uncommon for outreach groups to offer free food.

Nutter says the feedings lack both sanitary conditions and dignity.

Homeless people are equated to animals now?

Ignorant.

Once again, the boy is totally out of touch or unable to follow up on the spore he drops on the forums.

How is this story out of touch?

I think there's a serious problem when a church group, or anyone for that matter, can't hand out biscuits and coffee to hungry, homel;ess folks without getting a $800 permit for the park. I find it equally troubling that you so called "Christians" are willing to villify this group of folks just because of the person who posted the story.

Perhaps by being posted by the time the mayor and city council had already countered the police activities?

Woops, didn't see that. Ok, so he's a bit late, but I don't think it's a big deal.

Instead, we should all look at this issue for what it's worth. The fact that they rule/law was even passed says something. They didn;t give a damn when they passed it, but now they care? You know why? Because the story is out, and social media is blowing up with it. They are trying to save face.

Typical government. Make all these rules and laws arbitraily, then when #### hits the fan, act like you had no idea.

Hey. Look on the bright side. It's another 'the cops were the bad guys' story for you to add to your collection, right?

No, they were just "doing their job".

LAST POST, I'M NOT GETTING INTO AN "I KNOW YOU ARE BUT WHAT AM I?" DEAL WITH YOU: Re-read the second article I posted and tell me who instigated the idea that feeding the hungry was against an arrestable offense.

actually I was thinking welfare recipients when I typed that line, but there is not RIGHT to be fed ... but church groups are doing the correct thing, helping out ... but as usual some 'crat steps in with some GOV Reg.

don't feed the homeless in the park it is not sanitary

what is ignorant is Mayor Nutter

.... says the feedings lack both sanitary conditions and dignity.

WTF - not dignified

Nutter wants folks coming to Uncle Sugar on the Plantation .... create dependance on the Gov. not church groups

LAST POST, I'M NOT GETTING INTO AN "I KNOW YOU ARE BUT WHAT AM I?" DEAL WITH YOU: Re-read the second article I posted and tell me who instigated the idea that feeding the hungry was against an arrestable offense.

From the article:

None of the three had any forewarning of what the police and city administration were planning, though it's now clear that this crackdown was in the works for several weeks if not months.

They're all scrambling to get information about why the police are suddenly barring church groups from giving out food to the homeless. There's more than one side to this — and meetings have been going on about it for some time between city agencies and the churches — but without the Council's involvement or, apparently, awareness. (It's yet another example of a part-time council trying to oversee a city administration that doesn't really welcome oversight.)

One more relevant fact: A city ordinance bars food distribution in city parks except by permit. But it's never been enforced against the groups who give out food on the edge of Moore Square — not in the park, exactly, but on the sidewalk.

I'll tell you, whoever instigated the law is dumb....I think we can all agree on that. I think the law that says you can't receive oral in MD is pretty dumb also, but it's still on the books. You don't see cops enforcing that. Why? Because they have discretion. They can choose not to arrest a church group feeding the homeless, but they flexed their muscles and threatened them with arrest.

Sad, if you ask me.

That's exactly what it is. The same reason kid's lemonade stands are being shut down.

Government regulation at it's finest.
