Some proposed language has been developed by liquor board staff for consideration. Several options relate to requiring bars to wrap the growler in some type of tamper-resistant packaging, such as shrink wrap. The idea is for police to readily determine, if a vehicle is stopped, that the growler contents had illegally been consumed in the vehicle.

They fill it, you take it home. If it's not full, then maybe someone was drinking out of it. Have filled mine plenty of times across the bridge and never once drank a drop out of it on the way home. Maybe a GPS lock would be cool, it only opens when I'm in my house?

Even if the shrink wrap is broken it doesn't prove someone drank from the growler in the vehicle.

You could fill the growler up go to a friends house. If the growler isn't finished you would obviously bring it home with you. In this very common scenario the shrink wrap is broken and no alcohol was consumed in the vehicle.

Who cares if you drank out of it or not? Your bac is the determining factor in impaired cognition and ability to operate heavy machinery. If it's not higher than, what, .08 then you're fine to drive. No?

Unless, of course, the act of lifting a heavy growler to your lips whilst navigating the TJ bridge blocks your visual path. That's distracted driving right there.

What a bunch of idiots....as if the guy that downs his 6-back of Miller or a bumper of Colt 45 on the way home from work is going to start buying micro- beer and chugging from the growler on the way home instead.

Maybe things have changed?... Back in the early 80s when I was in a vanpool back and forth to Injun Head every day from 7D, we stopped at the drive-through just north of the base gate every day on the way home. I guess maybe half of the van passengers bought something for the hour+ ride home. Can't quite envision a stop for everyone to get their growlers filled...

Maybe I'm missing something here? It's always been illegal to have an open bottle of any kind of liquor in a vehicle. Since the growler isn't sealed with a state tax label, it has to be considered 'open'. Not sure why people think a growler is any different. Also not sure why this wasn't considered an issue by police/lawmakers when growlers first made the scene.

Ah, maybe because they haven't been an issue? Ask any officer if they have pulled over DUI folks with a growler in the car. Me, I either belt mine into the back seat, or in the trunk, or in the lockbox on the motorcycle. Lets fix problems that are problems. And growlers contributing to DUIs isnt a problem. Like speed cameras in school zones to save kids from being hit by cars, it's not a problem, so why "solve" it?

He demonstrated by pulling out the critter in question, a bottle with a sealed stopper known as the growler. Once the stopper is in place, Dent said the purchase could be sealed with a piece of tamper-proof tape.

“Using the tamper-proof tape, that option would add about 30 cents retail to the price of the purchase,” Dent said. He added he bought the tamper-proof tape online for $36."

“The low-tech option is, put the growler in a bag and staple it. The first option would add no cost to it,” Dent said. “If you add a seal, it would add to the cost. It would add another inventory item to the store, something you have to keep on hand and something you would have to store. A bag would cost no money. My point being, we will abide by whatever the board decides. I just wanted the board to understand what options are available.”

Last I checked, bags have a cost as do staples. Unless, of course, your bar is also a store where you have these things on hand anyway. Wonder what Chiefs would plan to sell for growlers? As far as I know, that bar doesnt stock anything on tap you cant buy in any decent liquor store. Seems to me, first thing to put in the reg is a requirement that the only beer allowed to be put into growlers is beer that isnt available by the bottle. And who has been questioned by law enforcement about a growler as being an open container? Anyone? Why don't we hear from law enforcment giving input on this?

It does? Have filled maybe 30-40 growlers over the years, in three states and five different breweries , and never had one put in a bag.

My guess, they go back to when we started cracking down, but breathalyzer tech wasnt up to speed. Prevented the "Nope, officer, none of those beers are mine, my buddies I just dropped off drank them. And about this health department thing. I get refillable coffee mugs all the time, that I can get refilled, and oddly enough, never once have I heard anyone freaking out about the health risk of filling unclean ones.
