This is to advise you that Governor Martin O’Malley has ordered the Maryland State Flag flown at half staff in honor of Rick Moser, a 21-year veteran with the Maryland State Highway Administration (SHA), who was struck by a vehicle while clearing debris on a ramp near Frederick on June 26, 2007. The flag shall continue to be flown at half staff until sunset on Monday, July 2, 2007.
