ANNAPOLIS, MD – Governor Larry Hogan’s historic school construction initiative has won approval in the Maryland House of Delegates. Members of the House of Delegates have passed similar legislation to the governor’s Building Opportunity Act of 2019, which was announced last December.

“Repairing our aging schools is vital to ensuring the children in our state receive a world-class education, which is our administration’s top priority,” said Governor Hogan. “Today’s action puts us one step closer to making the largest investment in school construction – ever – in Maryland history. We have already done more than any previous administration has to invest in school construction, and now we need to build on this historic commitment.”

To date, the Hogan administration has invested $1.4 billion towards school construction – no governor in the history of the state has invested more in his first four years in office. The governor has continued this commitment by including a record $438 million in his proposed Fiscal Year 2020 budget.

This legislation provides funding to cover more than 90 percent of the projects requested by local school systems from 2020 to 2024, if enacted. Moreover, it gives the Maryland Stadium Authority oversight of additional school construction funds and includes critical accountability measures. The Building Opportunity Act is closely modeled after the highly successful 21st Century School Buildings Program currently underway in Baltimore City, which is providing students with the healthy, efficient, and modern school buildings they deserve. The new construction projects are estimated to create more than 27,000 new jobs over the four- year construction period.
