my interpretation is that the other student does not live on campus, thus making it easier to temporarily bar him from coming on campus. it's a bit harder to kick someone off campus who is already living there.

Not really. SMC had no problem doing that to several people I knew while we were there. The ones who deserved it, and the ones who didn't. They had to find apartments quickly, or start sleeping on peoples' couches if they wanted to continue to attend the college.

I sure hope so. That person stirred up plenty of hate & discontent.
