That is not true. Article 2B of the Maryland Annotated Code has been law since 1935. Nicks and B.K.Millers were not yet in business. Maryland has always protected liquor stores as opposed to chain stores. I doubt that will change anytime soon.

Actually, the laws that barred "national" chains from selling beer and wine were enacted in 1978.

In Maryland about 15 chain stores – mostly supermarkets - sell wine and beer under a grandfathered clause. Maryland changed its law in 1978, and since then chains have not been permitted to apply for licenses to sell wine and beer.
