Here is my opinion. They wanted a photo-op of Biden showing his superb physical health so they put him on a bicycle he had never ridden before. The bike had those pedals with a stirrup that holds your feet on them.
Dum Dum had never ridden one of those before and his foot got held up by the stirrup, and down he went. Another photo-op gone awry. I bet he is stiff this morning. Things like that are easily accepted at the time ,but next day older people feel them.
