Save your money. Have Geek fill them for you.

I heard that if the valve is not placed correctly in the gas supply outlet, the balloons can get coated in a sticky gel type substance.

Sure you can, we are having a halloween party Saturday starting at 3pm feel free to stroll on up (kids included). We'll have pig roast, hamburger, hotdogs, chili and a bunch of sides. BYOB
