I just took my Min Pin in for some lumps on her back and her neck and the Doc told me they were warts. I wouldn't let it worry you too much. He said it is common for older dogs to get them.

Just to clarify things a bit. There are two lumps, on on the back and one on the neck. They feel like a large blister, as if they were filled with fluid. She doesn't like them messed with, but if it's combined with an overall back-scratch they don't seen to cause her pain. They'va been there a few months and don't seem to be changing.
