I'm old enough to remember when it was met with a big "Huzzah!" when the military relaxed the rules for wearing any kind of working uniform on or off base, period.

Prior to that, it was civies or some form of the service uniform (preferably the uniform of the day), only. No flight suits, no flight jackets, boots, BDUs, poopy suits, no OG-107s, no nothing.

And, they were extremely strict about where you could go, what you could do - example, you could stop and get gas, but you couldn't go into a restaurant to either eat, or order and wait for takeout. If I remember right, and my remembery is always suspect, they were very specific about all that.

Actually, I'm old enough that they wouldn't let us travel commercial or go out in town, CONUS or OCONUS in any kind of service uniform, either. That was due to heightened threats overseas and protests here in the States, toward the end of Vietnam.

Apparently, they've thrown the damn rule book in the dumpster, because the things I've seen out in town, on both coasts makes me want to jack somebody up.

And if you did wear the uniform of the day off post, you damn well better have your cover on as well. Found that out the hard way as a greenhorn walking out of a convince store once. Had the unfortunate experience of meeting a Sergeant Major while exiting said store. Got dressed down right there there in front everyone. That faux paw was that last time I ever made such a mistake.
