House Bill 936 "Sex Offendors"

The House Judiciary Committee today approved:
• House Bill 936 (sponsored by the O’Malley Administration) brings Maryland into compliance with the federal Adam Walsh Act. The bill was amended to also requires homeless sex offenders, sex offenders convicted of indecent exposure and possessors of child pornography offenders who repeatedly abuse children under the age of 14 to register on the Maryland Sex Offender Registry.


This should make for a somber May Day on the St Mary's campus.

I would hope the last one.. offenders who repeatedly abuse children under the age of 14.. were already required to register. Or does this mean if you get caught in Wal Mart spanking your 9 year old you have to register for the next 25 years as a sex offender too??

From what I heard last year, the cops already cracked down on may day from happening. There was an email sent out to everyone affiliated with thee college saying anyone who is seen practicing the ritual would be arrested on sight.

Well that sucks.

But good thing the state is protecting our children with all of the new "Child Sex Offender" laws.

Wonder if they can name ONE incident where someone convicted of indecent exposure later came back kidnapped and raped or killed a child?

Actually, the kids at the College were trying to avoid the "townies" (maybe the cops also) so they had a mock parade at noon, then the real one was around 3pm.

Here is where you again are trying to mislead people.

This is what the law actually says;

(3) CONSPIRING TO COMMIT, ATTEMPTING TO COMMIT, OR 24 COMMITTING THE COMMON LAW OFFENSE OF INDECENT EXPOSURE, IF THE 25 VICTIM IS A MINOR AND THE COURT MAKES A SPECIFIC FINDING ON THE 26 RECORD THAT THE DEFENDANT’S UNDERLYING INTENT WAS SEXUAL IN 27 NATURE; 28

That law has nothing to do with spanking your child.

I heard about the email and the threat of arrests also. But they did have the "parade". It was at 3 instead of at noon. Didn't hear of any arrests though.

Nice try. I quoted directly from the State website, I didn't edit or try to deceive.

And the last part of the piece has to do with "continued abuse" (does not say "SEXUAL abuse") of a child under the age of 14. Abuse can be construed and has been construed as simple swat on the backside in public.

on no, that doesn't happen, only real criminals get registered.

BTW, while I do not condone the taking of or passing pictures of nude or seminude females on the cellphone, it should be noted that in at least NY state high school age males are being prosecuted for possessing child pornography when they were found to have recieved pictures of female classmates - whether sent by the young lady or not.
