Supposedly it is. My children's great-great-great grandfather was the lightkeeper (Yeatman) who died there. He is well documented and on the books. That side of the family refuses to talk about ghosts.
I lived right next to the monument for a couple of years and never saw a thing there. The only thing that would go bump in the night was when lightening hit the top of the monument with a resulting loud explosion (scarey dat!).
If you want the real ghost hunting, you need to go to St. Michael's Manor across from the monument; unfortunately, it's private property. I used to work for the owners on occasion to help out with their bed and breakfast, winery, etc.
