At some point the Iraqis need to police their own. Declaring martial law is a great start. Once the sulky little bastards get tired of living in a police state, they'll decide to hand over the terrorists. Or they won't. Maybe we'll get lucky and they'll try and overthrow their new government, giving us every reason in the world to nuke their stupid asses.
