He was in camera range which is why he is visible on camera. He was shielding his body with a wall in case of attack.
He repeatedly says to stand down and stop proceeding. She refuses's to comply and climbs through the window.
Had he exposed his body fully and attempted to hit her with a baton who's to say someone else in the crowd wouldn't have shot him or attacked him?
The video is publicly available still. No one pulled it.
