Maybe I have said this before, but John Locke was encouraging the application of law and making sure it matched the severity of the crime--applicable to all. BUT...absent the presence of the law,...a thief will "enslave" you because you are at their mercy,...they can demand more & more. Thus, a state of war has been created,...thus, you can imagine what is the best response in a "state of war."

Could be but it seems "most" are Paki and Indian immigrants shop owners looking for a quick landfall. Maybe they should have done their homework or pulled chocks when it was going south.
