32bit Windows only has memory address's for 4GB of Memory. Computers have more memory than just the ram, there is video memory, cache, etc, those other memories have to get address's first and what ever is left over it assigned to RAM.

Laptops often use the RAM for Video memory, so depending on your machine you can get as much as 3.8GB of RAM available with a 32bit Windows. Sometimes it can be as low as 3GB of RAM.
