Yes. Closed toe with hose. Open toe without..

closed toe = >60 deg out
Hose doesn't insulate against the so much anway.

Around the office it prob doesnt matter so much.. JMO as well.

IMO if u REALLY wanted to wear panyhose w/ open-toed shoes, go for the sheer toe, and whats the deal w/ the seam? just put it under ur toes and go one w/ ur day like i do that no matter what shoes i wear w/ them...can't stand the seam on the tips of my toes

No panty hose with open toed shoes and no open toed shoes with skirts/dresses when it's cold. I'd go for some really cute slacks or jeans if you're dead set on those shoes.
