Even easier than that. All phones that can still function, with or without a SIM, can call 911. Buying a burner phone leaves a trace (you may even need to provide info just to buy it), but finding an old disposed of phone is easy. Just about every lost and found, the junk drawer of your neighbors house, the "tech disposal" section of the dump/transfer station, etc.
Burner phones can be tracked. Even easier here in the states. Don’t ask me how I know.
