When I click on Manage I get this: "MMC cannot open the file C:\\Windows\system32\compmgmt.msc."

Microsoft Management Console, compmgmt is a 'snapin' to the mmc console.
You should be able to see this.
Do you have administrative rights to your machine?

r-click on the drive, and look in the sharing area.
You might have put it on double-super-secret-probation.

No I don't have admin rights, I'm within the NMCI network. But let me try this on my laptop...that's not an NMCI machine.

My 8G memory stick makes my NMCI computer crash every time I stick it in. So out comes my trusty ole 128 meg stick that has gone through the washing machine, been ran over by a car, dropped down stairs and chewed on by the cat.
