Right, but the message, and the instruction its drawn from specifically say the retirees are exempt from the refresher, and darn sure I'll have a copy of that in my pocket when I renew my sticker:) Like anything military, you go by the book, and he who has the book on his side wins:)

You still need it for that initial sticker, just not for renewals.
