They don't think up this stuff, it's lobbied for. Someone got hit while on the side of the road, and now it's a law. As if making it illegal would suddenly cure driving inattention.

Due to some idiot not paying attention or nor pulling over far enough. When I ever have to pull off the side of a road, I always put half the car in the grassy area and the leave other half on the asphalt leaving me plenty of room. And if the grassy area is completely flat, as opposed to many that are sloped, I'll park the whole car in the grass.
