He was solely trying to break Strom Thurmond's (then a democat) record filibuster against the Civil Rights Amendment. Booker's effort was "just" a speech because it was not related to any legislation. Thurmond's Democratic filibuster still stands a the record for length of time for a filibuster. So this was just a colossal waste of time and resources.
