So, say I sold a motorcycle in '06 and still have the old plate in the garage. What kind of fine might I be looking at?
I may have mis understood what you wrote but a MD. inspection is not required between relatives. The rule on the fines was explained to me first quite rudely by a dumbo clerk and when I got tired of the rudeness her boss set me straight. My tenant could not title ANY vehicle in Maryland until his old truck fines were resolved. The truck could not be re-titled to me or anyone until the fines were paid.Youll need a MD inspection again though. This will allow you to get title and tags in your name no problem no fines.

Fines would be issued from the day you cancelled insurance to the day the tags expired. Once the tags are no good, you dont have to turn them in. So if he cancelled the insurance after the tags expired, and just forgot to turn them in, no big deal, no fine.
The state cant fine you for not turning in bad tags. Only good tags. And only IF insurance is not in force.
Even still, you can usually get out of a fine or have it reduced if you can show that the car wasnt being driven during the lapse. i.e. you traded it in, it had a blown motor and was on a lift the whole time, etc. You will have to provide documentation and argue a bit, and probably still have a nominal fine, but not crazy $10000s.
