So, say I sold a motorcycle in '06 and still have the old plate in the garage. What kind of fine might I be looking at?

Youll need a MD inspection again though. This will allow you to get title and tags in your name no problem no fines.
I may have mis understood what you wrote but a MD. inspection is not required between relatives. The rule on the fines was explained to me first quite rudely by a dumbo clerk and when I got tired of the rudeness her boss set me straight. My tenant could not title ANY vehicle in Maryland until his old truck fines were resolved. The truck could not be re-titled to me or anyone until the fines were paid.

In this case, she will need a MD inspection IF she wants to get tags in her name while hubby's fine is still in force. You dont usually need a MD inspection for a gift deal, BUT in a gift deal the state looks at the violation status of giver AND receiver. So she would be out of luck. What she needs to do is BUY the vehicle from him, as a purchase for minimum dollar amount, so that violation status does not transfer and she can get tags.

Its kinda screwey. If you gift a car your exempt from tax, and sometimes inspection, depending on the relationship. However, the state knows you'll be trying to gift a car to get out of your violations by gifting to your spouse....so they look at records of both parties before allowing the transfer. Per law, if a vehicle is sold, the MVA can't hold the buyer responsible for violations of the seller. So if a husband SELLS a car to wife, she can title no matter how many violations he has. But it must be a sale, i.e. with tax and inspection. Tax, however, can be based on sales price, or ....say $1 purchase betweeen willing sellers/buyers.

Fines would be issued from the day you cancelled insurance to the day the tags expired. Once the tags are no good, you dont have to turn them in. So if he cancelled the insurance after the tags expired, and just forgot to turn them in, no big deal, no fine.

The state cant fine you for not turning in bad tags. Only good tags. And only IF insurance is not in force.

Even still, you can usually get out of a fine or have it reduced if you can show that the car wasnt being driven during the lapse. i.e. you traded it in, it had a blown motor and was on a lift the whole time, etc. You will have to provide documentation and argue a bit, and probably still have a nominal fine, but not crazy $10000s.

We got clipped for over $7000. Big hint, turn your tags in!
Down payment, monthly payment for a few years, expensive but done with!
