Agree with the Dry Dock recommendation - very good, great service, fabulous location/view/atmosphere. Reservations needed if you want a table inside. You can eat at the bar or on the outdoor porch without reservations, but be prepared to wait a bit on a busy weekend.
CD Cafe - good food/service, no view. They have 3-4 specials every night, usually fish. They cook fresh fish better than anyone in the area. No reservations accepted, but you can wait at the Back Door cafe, which is a little bar in the back that serves a different (but very good) menu of small plates, and very good drinks.
Stoneys - good, but typical fried seafood place, good drinks. Same menu on Broomes Island and at Kingfishers on Solomons, but Broomes Island has the better view/location. Service is ok, but not great. The new Solomons Pier does serve food. It has a limited menu for now, and will be expanding once they get up and running. They just got their occupancy license late Friday afternoon, and had it opened and staffed amazingly fast. I'll wait until they have the full menu up and running before I eat there. I think Stoneys takes reservations.
Clarkes is fairly good, but pretty much just like Stoneys, but not as good for most entrees. Don't get the fried shrimp, its terrible. You'll need a reservation on the weekend typically if you want to eat outside. At least that is what we've faced the two times we've gone there recently.
