It is the Navy and Marines system, if a contractor wants to be on it they can, but they have to pay. Embedded support people are provided with an account generally. Many companies are on their own networks, some contractors even have two computers and NMCI one for the email and the one that they can actually get work done with.

Some also have one computer that they can switch from one network to another.
