Again, it's not black people. They make up 12% of the country. Sure, in Rochester they are 41% of the city, but that's still not enough to single-handedly elect a Mayor. Look at Portland - whites make up 76% of the city and that place is a freaking mess. In Austin black people make up 8% of the population and look at that shithole.

It's Democrats, pure and simple. Race has nothing to do with it.
