Noisy Motorcycles With Altered Mufflers Should Face $1K Fines: Alderman


RIVER NORTH — A Downtown alderman is revving up his campaign against noisy motorcycles.

Ald. Brendan Reilly (42nd) has submitted a proposal to ease enforcement and increase maximum fines for violators to $1,000, which he trumpeted in a newsletter emailed to constituents Tuesday.

He called the persistent problem "a major quality-of-life issue" in his River North and Downtown ward.

According to Reilly, "many motorcyclists alter their mufflers to be much louder than legal decibel levels, which contributes to noise pollution throughout Chicago, especially in Downtown Chicago's skyscraper canyons."

The problem occurs when they make vehicle specific noise regulations instead of measurable guidelines applicable to all vehicles

So the issue, as i read it, is that the current law states it as a decibel reading, and the city police have no equipment to measure that. and rather than make it so the police get the proper equipment to enforce the law, we will rewrite the law so the officer can ticket anyone he likes? Sure, that works well.

Just says if they have no muffler. That is pretty hard to tell in a lot of cases.

I agree, in fact, my Neon came from the factory with no muffers. It's easy to rig a fake muffler, and also to make a bike that doesnt go overboard on sound without a visible muffler, so a verifiable standard vice a stupid visual inspection is much better.

Well, if there are two meters, and ones down for calibration, then whomever you have pulled over might have to wait til the meter officer can arrive. Or maybe that meter is in Officer Bobs car, and Officer Bob's busy giving wood shampoos over in the projects.

Depending on area to be covered, you will need a bunch, but how many depnds on a lot of things.

I am working from memory here so don't quote me on this. But I seem to recall reading at some point where, in certain instances, there are time constraints imposed on certain types of stops. Not saying they are adhered to mind you.

But I seem to recall reading something, locally I think, about K-9 searches. If memory serves the police have a certain time limit on bringing a K-9 on the scene to search your vehicle in the event you are suspected of having dope in the car. This was some time ago and maybe I am remembering it incorrectly but the point being, I believe the police can only detain you for a limited amount of time in such instances. Likely similar time constraints would apply to something like this.

Unless they make it like they do the window tint stuff. I think they are supposed to be able to make out your facial features through the window tint. If they can't they 'can' make you take the vehicle and have it inspected. Yes they have a doodad for that too.

But they could make it so that if your vehicle can be heard, say over 200' away then you 'could' be written an inspection order.

Last time somebody (maybe the same city) tried this they tested the city police bikes and they failed the test.. no more testing..

Is also supposed to be in violation of EPA rules.. anything other than OEM exhausts violate the law..

While they are at it get the ricer fart cans off the road too..

Well, EPA only regulates the emissions stuff, while some other part of the fed sets standards for noise limits for stock exhaust. Only some place restrict you to OEM, some places like CA require that any mods have to be certified by a state agency like CARB, and have to have a cert number with a sticker.
