Free Distribution to Continue Until Supply is Exhausted

The Charles County Department of Emergency Services is continuing distribution of free sand and sandbags to county residents who need them to protect property as they prepare for severe weather.

Sand distribution will continue on Sunday, Oct. 28 beginning at 9 a.m. in the first parking lot at Laurel Springs Park (5940 Radio Station Rd, La Plata). Residents are responsible for picking up empty sandbags at the Department of Emergency Services building (10425 Audie Lane, off of Radio Station Road in La Plata) on the front porch under the awning, transporting the bags to Laurel Springs Park, and filling the bags with sand. Distribution will continue until existing sand supply is exhausted.

There is a limit of 10 bags per person. Residents should bring a shovel to fill the bags. No shovels or other tools will be provided.

Insurance Commissioner Issues Emergency Regulation Regarding Prescriptions, Pharmacy Payments

In light of Gov. Martin O’Malley’s emergency declaration regarding Hurricane Sandy, Maryland Insurance Commissioner Therese M. Goldsmith on Saturday activated an emergency regulation for health carriers. Under the regulation, time restrictions on prescription medications refills are waived; payments to pharmacies are authorized for at least a 30-day supply of any prescription medication, regardless of the date of the last refill; and any time restrictions for the replacement of durable medical equipment, such as eyeglasses and dentures, are waived.

The emergency regulation only applies to those health insurance plans regulated by the Maryland Insurance Administration. Federal plans such as Medicare and Tricare, as well as self-insured employee plans and Medicaid, are not affected by this emergency action.

Consumers who are running low on necessary medications are encouraged to refill prescriptions before the storm reaches full strength. Anyone with questions about this action can call the Maryland Insurance Administration toll-free at 1-800-492-6116.

St. Mary's County Public Schools are closed on Monday, October 29, 2012, with a Code 3 for employees. Parents and guardians are asked, when possible, to stay tuned to SMCPS - Home on the internet and to local TV and radio stations for any future updates.

Calvert County Public Schools Closed (Code White for all Employees)
A Code White is called when conditions are not safe for any employee to attempt to report to work. Safety concerns may include road conditions or conditions at CCPS facilities including school buildings. No employees are to report to work when a Code White is called.

Walden facilities in St. Mary’s and Charles Counties will not be open for normal business or individual or group counseling on Monday 10/29/12 due to weather-related precautions created by Hurricane Sandy. This closure affects walk-in assessments and appointments for assessments, intakes, and outpatient individual and group counseling sessions at Anchor (Charlotte Hall), at Hope Place (Lexington Park), and Outpatient Clinic locations in California and Waldorf. Our business and management offices will also be closed.

Our 24 hour crisis hotline at 301-863-6661 will be staffed and operational.

MVA Offices Closed Monday

Due to the storm, all MVA Offices and Vehicle Emission Inspection Stations will be closed on Monday, October 29th. If you are scheduled to take a driving test on October 29th, MVA will contact you to reschedule your test for the earliest date possible.

Customers should note that many MVA transactions can be completed via the Internet at MVA Home Page, including payments for vehicle registration. MVA makes available a variety of routine transactions electronically and they can be completed without the need to visit an MVA office. NAS Patuxent River remains open

NAS Patuxent River remains open. The installation and tenant organizations are in a Mission Essential Personnel (MEP) only status as of 8 p.m., Sunday, 28 Oct. Further updates will provide the duration of the MEP only condition. Individuals who are unaware of their own status as a MEP employee should contact their supervisor.

Tenants are encouraged to dial 301-342-BASE (2273) for limited information on the condition of the installation.

St. Mary’s College Classes Cancelled Monday

St. Mary’s College of Maryland Classes Cancelled on Oct. 29

On Monday, Oct. 29, all classes at St. Mary’s College of Maryland are canceled and all college offices are closed due to conditions caused by Hurricane Sandy. Essential employees must report at their designated time. Regular updates will continue to be posted at Emergency Action Plan:St.Mary's College Maryland.

MARYLAND STATE PARKS AND CAMPGROUNDS CLOSING FOR HURRICANE SANDY

Annapolis, Md. (October 28, 2012) ─ The Maryland Park Service is closing all State Park campgrounds and day-use areas in preparation for the arrival of Hurricane Sandy. The Maryland Forestry Service is also closing Elk Neck State Forest.

The latest weather forecasts predict a significant impact to Assateague Island from Hurricane Sandy. The campground at Assateague State Park closed Saturday evening, October 27 and will remain closed until the morning of Wednesday, October 31, depending on the severity of damage caused by the storm. The Assateague State Park day-use facility and the road onto the island (Route 611 prior to the Verrazano Bridge) will be closed to all visitors and traffic at 12:00 noon on Sunday, October 28 and until further notice.

All Maryland State Park campgrounds and day-use areas, including picnic shelters and all other park facilities, will be closed by Sunday evening, October 28. State Parks will remain closed, and all park programs are canceled, until the morning of Wednesday, October 31. This closure period will be modified on a park-by-park basis depending on the severity of the storm and associated damage.

Full refunds without cancellation penalties will be automatically processed for all reservations for the period during which the parks are closed. Further information can be found at Maryland Department of Natural Resources - Maryland Park Service

Charles County Government Closed Oct. 29

Commissioners Cancel Oct. 30 Meeting Session and Public Hearings

Charles County Government offices will be closed on Monday, Oct. 29, due to expected inclement weather from Hurricane Sandy. Essential personnel and employees required to maintain operations during inclement weather are to report to work as scheduled.

Also, the following facilities will be closed on Oct. 29:

-- Charles County Courthouse (200 Charles Street, La Plata)
-- Tri-County Animal Shelter (6707 Animal Shelter Road, Hughesville)
-- Charles County Landfill and Recycling Center (12305 Billingsley Road, Waldorf)
-- Recycling Centers in Pisgah, Gilbert Run, and Breeze Farm in Cobb Island
-- Crain Memorial Welcome Center (12480 Crain Highway, Newburg)

All Department of Community Services programs and facilities will be closed on Oct. 29, including Meals on Wheels, Elite Gymnastics Center, Indoor Pools, Senior Centers and Community Recreation Centers.

VanGO transportation service will not operate on Monday, Oct. 29. Depending upon weather conditions, VanGO plans to resume a normal operating schedule on Tuesday, Oct. 30. For updated information on the operating status of VanGO, citizens may call the VanGO inclement weather line: 301-934-9305, extension 5179. Citizens in need of VanGO service should contact the dispatcher at 301-609-7917.

The Charles County Board of Commissioners meeting session scheduled for Tuesday, Oct. 30, is canceled. All public hearings and forums scheduled for Oct. 30 will be rescheduled for a later date.

Early Voting Cancelled for Oct. 29

The Charles County Board of Elections would like to inform residents that Governor Martin O'Malley has cancelled early voting for Monday, Oct. 29. At this time, early voting for Tuesday, Oct. 30 through Thursday, Nov. 1 is scheduled to take place as planned. Early voting hours for Oct. 30 through Nov. 1 are 10 a.m. - 8 p.m. daily.

Election Law provides that "n the event of a state of emergency, declared by the Governor in accordance with the provisions of law, that interferes with the electoral process, the emergency proclamation may: (1) provide for the postponement, until a specific date, of the election in part or all of the State; (2) specify alternate voting locations; or (3) specify alternate voting systems." Md. Code Ann., Election Law Article, Sec. 8-103(a).

The Governor's Office and the Maryland Emergency Management Agency are actively monitoring weather developments in order to determine whether additional changes to the early voting schedule may be necessary to protect public safety.

Calvert County Commissioners Notify Residents about Bridge Restrictions

Wind Warnings and Restrictions Planned

PRINCE FREDERICK, Md. – Oct. 28, 2012 – The Calvert County Commissioners draw attention to wind restrictions that will be in place for all Maryland bridge traffic during Hurricane Sandy. Wind warnings and restriction will be implemented as outlined below:

Wind Warnings

o Sustained wind speeds or wind gusts of 30-39 mph.

o Operators of house trailers, box trailers, motorcycles, vehicles with roof-mount racks containing cargo or any other vehicle that may be subject to high winds are advised to use caution while traveling across the bridge.

Wind Restriction I

o Sustained wind speeds or wind gusts of 40-49 mph.

o House trailers, empty box trailers or any vehicle that, in the opinion of law-enforcement personnel, may not safely cross the bridge will be prohibited from traveling the bridge. Motorists who are denied passage will be assisted with safely turning around.

Wind Restriction II

o Sustained wind speeds or wind gusts exceeding 50 mph.

o Only automobiles, pickup trucks, flatbed trailers, commercial buses and heavy-laden tractor/trailers are permitted to cross the bridge. Tractor-box trailer combinations will not be permitted to cross any bridge if the gross weight is less than 64,000 pounds.

Traffic Holds/Bridge Closure

o Sustained wind speeds or wind gusts exceeding 55 mph.

o In the event of a sudden increase of sustained wind speeds or wind gusts that could jeopardize life or property, the Maryland Transportation Authority may elect to discontinue the movement of traffic across the bridge.

Calvert County Commissioners Recommend Voluntary Evacuation of Homes Along Cliff and Low-Lying, Flood-Prone Areas

County Shelters Available for Those Needing to Relocate

PRINCE FREDERICK, Md. – Oct. 28, 2012 – The Calvert County Board of County Commissioners recommend that Calvert County citizens who live within 100 feet of the Cliffs of Calvert or homes located in low-lying, flood-prone areas consider voluntary evacuations of their homes due to the potential impacts of Hurricane Sandy.

There may be a point during the height of the storm that emergency services may not be able to reach affected residents if they need assistance.

The storm brings the potential for high winds, heavy rain and large battering waves in the bay that may pose a danger for unstable cliff areas. Calvert County residents who live in low-lying areas are also urged to secure their properties and relocate until the storm passes.

A temporary shelter will open at 3 p.m. today at Huntingtown High School, 4125 Solomons Island Rd. (Route 2/4), Huntingtown. There is a pet shelter in the field house behind Huntingtown High School. Any animal that can be confined in a carrier will be accepted. Owners must provide food, water bowls, medications and proof of immunizations. Pet owners will shelter in the gymnasium of Huntingtown High School but must be responsible for the care of their animals. Residents who need to relocate should follow these procedures:

· DO NOT dial 911 unless you have a life-threatening emergency.

· Gather items you will need to take with you.

· Turn off lights and appliances (except refrigerators and freezers).

· Close and lock windows and doors.

· Use your own vehicle to evacuate. Offer rides to neighbors who may not have transportation.

· If you need a ride or special assistance, call 410-535-0396 or 410-535-0314.

Relocation Supplies Checklist

· Medical supplies (prescriptions, other medication, first aid kit)

· Money (cash, checkbook, credit cards, important personal and financial documents)

· Personal hygiene items (toothbrush, soap, shaving supplies, eye care supplies, washcloth, towels)

· Clothing

· Baby supplies (formula, diapers, favorite toys)

· Blankets, sleeping bags, pillows

· Portable radio and batteries

· Special diet food if you have a special diet

· Road maps

· Non-perishable food

· Bottled water

Pre-Storm Restoration Workforce Largest in SMECO's History

HUGHESVILLE, Md. -- As Hurricane Sandy continues on its path toward landfall, Southern Maryland Electric Cooperative (SMECO) has assembled, pre-storm, the largest group of linemen and service restoration personnel in our 75-year history. We have 175 SMECO linemen, 144 Contract linemen, 60 Cooperative linemen from Georgia, 32 Cooperative linemen from North Carolina, and 122 tree workers for a total of 533 field workers ready for outage restoration deployment. We have additional employees in our Contact Center to aid our full staff of customer service representatives to handle outage calls.

"We are assembling a historic workforce to respond to what we are anticipating will be a historic storm," said Austin J. Slater, Jr., SMECO president and CEO. "We are expecting significant damage to our system, and we urge our customer-members to take the necessary precautions to prepare for an extensive, prolonged outage restoration period."

Slater noted that SMECO has been preparing for the storm for several days by remaining in contact with electric cooperatives from other states and securing additional resources from our contractors. He added that SMECO has a well-stocked inventory of the hardware and equipment needed for making repairs, and our vendors are prepared to send additional equipment if necessary.

Customers can view a two-minute video, "Preparing for a Power Outage" to help them take steps to get ready before an outage occurs. Customers can get more information or watch the video on the co-op's website at www.smeco.coop. SMECO's October bills also included a brochure listing steps to take to prepare for power outages.

SMECO customers should report power outages by calling the automated system at 1-877-747-6326 (1-877-74-SMECO). SMECO's outage restoration policy is to make repairs that will restore service to the most people in the least amount of time. Transmission lines and substations are repaired first, followed by distribution lines that feed neighborhoods; tap lines and individual service lines are then repaired to restore power to customers who may still be without electricity.

The following is a list of steps customers can take to prepare for power interruptions:

-- If someone in your household depends on electricity to operate life support systems, make plans for alternate sources of power or alternate lodging. For shelter updates, call SMECO's special needs information number: 1-866-524-9402. In addition, check with local fire department, which may offer temporary shelter.

-- Keep flashlights and fresh batteries on hand.

-- Stock nonperishable foods and keep a manual can opener handy. The ideal choices are foods that require no cooking, such as canned fruit, peanut butter, crackers, cereals, cereal bars, canned soup, tuna, and bread.

-- Do not stock your refrigerator or freezer with foods that may perish during a power outage.

-- If you plan to use a charcoal or gas grill for cooking, keep the grill outdoors.

-- If your water at home is supplied by a well, store extra water in clean jugs, bathtubs, or laundry tubs.

-- Keep a battery-powered radio with fresh batteries and stay tuned to local news bulletins and weather reports.

-- Keep fresh batteries in your smoke detectors.

-- Make sure that you have a corded phone available. Cordless phones do not work without electricity. If you use a cell phone, an auto adapter may be needed to recharge your phone.

-- If you plan to use a portable generator, use extension cords to connect what you want to power directly to the generator. Place your generator outside, not in an attic, crawl space, or basement. Carbon monoxide poisoning is deadly. Make sure your generator is connected safely; a generator that is not connected safely can cause serious injury or death. When your power comes back on, turn off and disconnect your generator immediately.

-- Keep your automobile gas tank above half full.

-- As in preparing for any other emergency, maintain a supply of cash. Credit cards and ATM machines may not work if the power is out.

If your power goes out:

-- Never touch downed power lines or attempt to remove trees from power lines. Contact with live lines may result in serious injury or death. Let qualified SMECO crews handle the clearing and repair work. Please report downed power lines to SMECO immediately by calling 1-888-440-3311.

-- Call SMECO's Outage Hotline at 1-877-74-SMECO or 1-877-747-6326.

-- Open the freezer and refrigerator as little as possible. This will help food stay fresh longer.

-- Make sure the oven and stove are off to prevent fires if the power comes back on while you're away.

-- Turn off all the major appliances in your home, especially the heat pump. This will prevent damage to the appliances once the power is restored. Then, try not to turn everything back on at once; turn on appliances gradually so the electric demand does not jump suddenly.

Citizens Encouraged to Use Generators Wisely

PRINCE FREDERICK, Md. – Oct. 28, 2012 – The Calvert County Board of County Commissioners is urging that people who own generators use them properly and safely during power outages.

Generator Safety:

Do not connect your generator directly to your home’s wiring:

· Connecting a portable electric generator directly to your household wiring can be deadly to you and others. A generator that is directly connected to your home’s wiring can “backfeed” onto the power lines connected to your home.

· Utility transformers can then “step up” or increase this backfeed to thousands of volts – enough to kill a utility lineman making outage repairs a long way from your house. You could also cause expensive damage to utility equipment and your generator.

· The only safe way to connect a portable electric generator to your existing wiring is to have a licensed electrical contractor install a transfer switch. The transfer switch transfers power from the utility power lines to the power coming from your generator.

Never plug a portable electric generator into a regular household outlet.

· A generator into a regular household outlet can energize “dead” power lines and injure neighbors or utility workers. Connect individual appliances that have their outdoor-rated power cords directly to the receptacle outlet of the generator, or connect these cord-connected appliances to the generator with the appropriate outdoor-rated power cord having a sufficient wire gauge to handle the electrical load.

Do not overload the generator:

· Do not operate more appliances and equipment than the output rating of the generator. Overloading your generator can seriously damage your valuable appliances and electronics. Prioritize your needs. A portable electric generator should be used only when necessary, and only to power essential equipment.

Never use a generator indoors or in an attached garage:

· Just like your automobile, a portable generator uses an internal combustion engine that emits deadly carbon monoxide. Be sure to place the generator where exhaust fumes will not enter the house. Only operate it outdoors in a well-ventilated, dry area, away from air intakes to the home, and protected from direct exposure to rain and snow, preferably under a canopy, open shed or carport.

Use the proper power cords:

· Plug individual appliances into the generator using heavy-duty, outdoor-rated cords with a wire gauge adequate for the appliance load. Overloaded cords can cause fires or equipment damage. Do not use extension cords with exposed wires or worn shielding. Make sure the cords from the generator do not present a tripping hazard. Do not run cords under rugs where heat might build up or cord damage may go unnoticed.

Read and adhere to the manufacturer’s instructions for safe operation:

· Carefully read and observe all instructions in your portable electric generator’s owner manual.

Use proper grounding:

· To prevent electrical shock, make sure your generator is properly grounded. Consult your manufacturer’s manual for correct grounding procedures.

Do not store fuel indoors or try to refuel a generator while it is running:

· Gasoline (and other flammable liquids) should be stored outside of living areas in properly labeled, non-glass safety containers. They should not be stored in a garage if a fuel-burning appliance is in the garage. The vapor from gasoline can travel invisibly along the ground and be ignited by pilot lights or electric arcs caused by turning on the lights. Avoid spilling fuel on hot components. Put out all flames or cigarettes when handling gasoline. Always have a fully charged, approved fire extinguisher located near the generator. Never attempt to refuel a portable generator while it is running.

Shut the generator down properly:

· Turn off all equipment powered by the generator before shutting down your generator.

Avoid getting burned:

· Many generator parts are hot enough to burn you during operation.

Keep children away:

· Children are naturally curious. Keep them away from portable electric generators at all times to avoid injury.
