Hold up.....waitaminute......lemmesee if I got this.....

  1. People "under supervision" meaning they have been arrested and found guilty of crimes are the victims of crime themselves.....
  2. This imples a continuing link between "former" and current criminals.
  3. It's almost like criminals interact with other criminals.... crazy, right?


SO EXACTLY WTF DO WE EXPECT TO LEARN?
