Thousand miles an hour tape, best guess.......... loose rivets or lightning strike burned out skin around rivets on flap. Pretty common BUT they are covering a large area, more than I'd sign off on a jet, prop maybe, jet no.
Worked fine on Helo blades, nothing to worry about on a flap!
