ok, let me put my 2 cents in to this problem.
If it has not already been suggested...
Unplug the problem phone and plug in a corded phone, not a wireless phone, try it and see if that works.
Regardless of what happens, the fault is in the phone. If you get a dial tone, then there is no issue with the box or the phone line. If you get a call out, and people can't hear you, but, you can hear them, this backs up the claim, the phone is at fault. If said issue was in the phone "lines", you would not even hear the dial tone.

Not true at all. Bad info. I work with many lines coming into the building for our phone system. The digital (yes, digital) data card the phone line is plugged into can fail, and I have seen MANY MANY lines exhibit this problem. The card out on the street usually needs to be reset or replaced. You can get a dial-tone but not be able to dial out. You night receive incoming calls, you might not. There may be a high-resistance open on the line which allows a dial-tone, but not a ring, which take 45 volts and more current.
Not a problem, I stand corrected, just going by what I thought I knew.
