I'm one of those postal peep rural mail carrier who has to deal with the pea brain management! Yes, they'll try anything to save a buck! In this area there are three different delivery types... city carriers (hourly=drag your feet so you can ge a good paycheck,) rural carriers (salary=hustle and get your route delivered so you can get to your second job to make up the pay difference between you and the city carrier in the same office,) and hiway contract carrier (private contract=pay all your expenses, including car, hiring a sub for your day off or vacation time, etc.) They all have slightly different rules and delivery manuels, rural and city have different unions, and many postmasters really don't know their jobs. Alot of problems stem from former postmasters and carriers who have set "precidence" in certain situations. Rural carriers routes are evaluated for 10 to 28 days, and they are paid according to mail and parcel volume, mileage, dismounts (getting out and walking to the cluster boxes), etc. Of course management will try to squeeze all they can out of it to reduce thier costs. It always amazes me they'll pay some schmuck for a month $4 or 5k to count my route and try to take away $4 or 5k of my yearly salary. Idiots!
So yes, it is a pain when the carrier parks in your driveway and blows the horn but that may be the rule in his union book. Blocked mail boxes are a safety issue and may mean nondelivery of your mail. Unfortunately, some carriers are just as retarded as some management is. For the most part, we try to give everyone the same care, respect and service we would like our mail to be handled with. And we really don't open your mail just to have a laugh. At the end of the day I don't even want to open my own personal mail!
