Get a grip. One of the most challenging parts of that scripture is that the emperor at the time was NERO, one of biggest tyrants of all time.
Perhaps this is too difficult a concept. People are in power because God wants them there, but it has absolutely not a thing to do with the ruler's goodness, righteousness or anything of the sort. And if that tyrant says you pay taxes, you pay taxes. Even Jesus paid the "temple tax", and that was friggin' extortion!
We tend to think that God has a political agenda. He doesn't. He has a personal agenda. He's not trying to create righteousness on earth; that's impossible, because it depends on mankind. The eternal destiny of mankind is far more important than the temporal matters of earth, even though they seem to matter to us a lot.
