Thanks for the response and information.

I did some further internet searching and found out that while there might not be an automatic change in assessment value upon purchase, there is a mechanism whereby a new buyer can appeal the property assessment, as described on the Maryland State Department of Assessments & Taxation (SDAT) Appeals page here.

How common is it for the COUNTY and STATE assessment to be the same value?

There's no difference between County and State assessments, all assessments in the State are done by the MD Department of Assessments and Taxation and the Counties get their numbers from them.
