as i did at the beginning of this thread, i will point to the "translaton" of the Titus passage. .. that is certainly not a word for word translation. At the very least your prophet is taking a lot of artistic license. But more accurately, he is using a very short and only marginally related passage as a reference for his premise and his personal denominational teahing, one you seem to have swallowed without question.

referencing the thing God Promised in His Word:
Titus 1: 2: In

Additionally, there are numerous instances in the bible where god deceives his followers and even prophets, kind of rebuking the premise of your prophet.
Jeremiah 20:7
O Lord, thou hast deceived me, and I was deceived.
Ezekiel 14:9
And if a prophet be deceived when he hath spoken a thing, I the Lord have deceived that prophet.
2 Thessalonians 2:11
For this cause God shall send them strong delusion, that they should believe a lie.
You need to read the context of why God "deceives" them in the Old Testament - and in the New Testament, why they are sent a strong delusion. God sends that against those who blatantly refuse to acknowledge Him and are going about following after false gods or wanting to choose a worldy life rather than repenting and turning to God for Forgiveness and Salvation. God patiently gives people a chance to repent but there is nothing He can do for them if they turn away:

Then, also read the context of 2 Thessalonians, Chapter 2:

The point being made is that God continually calls people to repentance but not all respond because they don't want to have anything to do with God at all. The Bible cites other similar instances:
2 Timothy:
1: This know also, that in the last days perilous times shall come.
2: For men shall be lovers of their own selves, covetous, boasters, proud, blasphemers, disobedient to parents, unthankful, unholy,
3: Without natural affection, trucebreakers, false accusers, incontinent, fierce, despisers of those that are good,
4: Traitors, heady, highminded, lovers of pleasures more than lovers of God;
5: Having a form of godliness, but denying the power thereof: from such turn away.
6: For of this sort are they which creep into houses, and lead captive silly women laden with sins, led away with divers lusts,
7: Ever learning, and never able to come to the knowledge of the truth.
Again, at the end of the day,
There Is Only One Truth.
Mankind is given the choice to believe in God's Plan of Salvation through the Atoning Blood of Jesus Christ or to not believe in God's Plan of Salvation. The context of the cited passages indicates that there are those who don't want to follow God at all because they love worldy pleasures more than God even though God had continually called them to repent. You should understand why God would then just let them go and send them strong delusion -because they rejected God by not responding to the opportunity that they had to be saved when it was offered time and again.
