The tough thing is, the basement has almost no usable electrical outlets, which is weird.
Do you have "dead" outlets or very few that are already maxed out? An extension cord from the current outlet you are using might get you far enough away/out of the furnace room to make a difference.

I think the simplest solution will be to take one of my long ethernet cables to one of the routers I’m already using and find a way to place somewhere in the middle of the house. I think it’s a matter of asking my wife how she feels about locating it in our dining room.

Our cable modem is not a wireless transmitter, but feeds into a hardwire Ethernet set of cables in the wall.
The Wifi transmitter is centrally located on the main floor, in the TV room.
