Vrai... ever been to Florida? 
Outside of a few major cities there isn't much of anything but swampland, palmetto forests, and alligators. There's no such thing as over-development in The Sunshine State.
I doubt that there's another state in the union that offers more tax breaks and other incentives to developers than Florida. If you can bring a development in, you're a hero not a villian.
