That was originally used by author Harlan Ellison in his short story "Laugh Track." It's about a screenwriter who discovers that the soul of his favorite aunt, who died when he was a boy, is trapped in the laugh tracks of TV comedies. The screenwriter uses that phrase to describe the executive producer of his show.

Re-read my post and realized I didn't make the point I was trying for, which is:

If he lied for 14 freaking YEARS!!!! about not betting at all,
how can we believe him when he says that he didn't bet as a player?

And as Kenesaw Mountain Landis said: Even the appearance of impropriety....
