Stupid question here, where are we supposed to get the sand to fill them? I assume it's a no-no to grab it from the beach. If I go out and buy sand, it already comes in a bag....

The SMC transfer stations have the sand.

They have a pile of free sand at the Transfer Stations too. You have to fill the bags yourself.
