If a seller is selling, "For sale by owner", and does not offer a commission to a buyer's agent, then it is up to the buyer, and the buyer's agent, to come to an agreement as to the agent's compensation to be paid by the buyer. So, if the buyer really wants the house, they, themselves, will have to pay the commission themselves to the buyers agent. Or whatever amount they settle as to a fair compensation for the agent/broker services.
