Nobody, really. Those days are gone..the state made the process very rigorous and closely audited a few years back. Completely killed the old "I got a buddy that will sign it off" days completely.

Once you have a certificate its good for 90 days. The 30 days is how long you have to return to the station and get any fails checked off for no additional cost.
