Snow on top of cars

I'll put myself out there and say I don't think it should be illegal. Sometimes it is unavoidable. Snow happens while you're at work with only an ice scraper, you're not getting the top of most cars, let alone SUVs or trucks. Do I think a lot of people should try way harder than they do? Yes. Ticket, no. Too many variables. Not having visibility from rear and front windows, yes, ticket.
Being considered a little bit verticaly challanged and having been stationed in Maine, i have always kept an ice scrapper/brush with a telescoping handle in the trunk/back of all my cars/suvs to ensure I am not that guy.

I cannot reach the top of my vehicle without a ladder. I could use something with a long handle to reach some if the roof, but not all.

I used an aluminum step ladder to clean off the top of 2 SUVs, but they were at home at the time, so it was handy.

I just give a few more carlengths between myself and anyone sporting a snow cap. I grumble to myself, but understand that not everyone sees it as a danger to other drivers.
