Not if that person is an American on American soil, due process and all that. Hell, even Obama had American's killed when they were in foreign lands. That is not to say that "accidents" don't happen here. Most often times, (I am guessing here), without a Presidents knowledge, are conducted by the CIA or another alphabet agency.
The majority opinion read very specifically that the reasoning behind the decision cannot be considered.
CJ Roberts set forth three categories: (1) unofficial acts for which there is no immunity; (2) official acts that have the presumption of immunity; and (3) official acts that are within POTUS’ conclusive and preclusive Constitutional authority. That last one comes with total immunity which Congress cannot act on and courts cannot examine. He goes on to mention the armed forces and matters related to terrorism.
If, for example, POTUS were to order someone dead for reasons of terrorism — including stochastic terrorism — “once it is determined that POTUS acted within his exclusive authority, his discretion in exercising said authority cannot be subject to further judicial examination.”
