I always thought someone standing in the road impeding traffic was a violation of the law, unless they were in a marked crosswalk. I've watched a few police videos where an LEO will stop someone who crossed the street in the wrong spot, just looking for a crime so to speak, because said person was carrying a camera and filming the police. So I would assume, if all else being legal, that I can run over someone with my pickup if they are blocking my way, regardless of which state I live in.

They are impeding the flow of traffic which is a violation unless they have a permit . The police problem is there may be 2 of them and 100 people in the street.. How do you herd them off when 20 of them are calling you a fascist .
