I'll go on the record as saying I'm opposed to wasting money on things like explosives detectors for airports. Suppose we had spent billions of dollars developing detectors that can detect the smallest trace of plastic explosives... does that mean the terrorists will keep using plastic explosives? No. They are smart and adaptive, and the cost to change the chemical formulas of explosives is a nothing compared to the cost to develop new technologies to detect them. The US could blow our whole GDP trying to develop new technologies to detect every possible threat material and still leave us vulnerable because the terrorists make yet another change.
Technology isn't the answer to the threat. We've learned that from the Israelis who have a lot more experience dealing with terrorists than we have. The answer is learning how to spot terrorists based on behaviors at the airport. The Israelis can do this in airports where almost everyone looks Arab... imagine what we could do at airports where there are relatively few Middle Easterners.
